James Kelaher: Director
James is a leading adviser on business and technology strategy, specialising in service delivery improvement and technology-related programs.
James has broad industry and government experience in large mission critical environments ranging from health and social services, through to manufacturing, financial services, defence and homeland security.
He has held a range of senior industry and government positions, including chief general manager with Thales-ADI, managing director of the Health Insurance Commission, chief operating officer of the Australian Federal Police and has chaired the Health E-Signature Authority, ECLIPSE the public-private health industry transaction exchange, and the Australian Government Task Force on Smart Services and Technologies.
James has been a director of Smartnet since 2006 and is presently a member of the National Consultative Committee on Security and Risk and an adviser to HealtheNation.
He holds a Bachelors degree in Accounting and International Relations, an MBA, and is a Fellow of the Australian Society of Certified Public Accountants and a member of the risk Management Institute of Australia.
Suzanne Roche: Director

Suzanne Roche is a director of Smartnet. Suzanne provides consultancy and advisory services in the area of business and technology strategy, including the development of end to end business solutions using modern electronic digital technologies.
Suzanne has executive management experience in the public and private sector. She has worked for Commonwealth and State Government agencies and been extensively involved in, and led, the development of major government programs and policies in the areas of healthcare, human service delivery and ICT. She is the former CEO of the Health eSignature Authority (HeSA), which was responsible for the rollout of PKI technology, on behalf of the Australian Government, to the Australian Health Sector. Suzanne has managed business case development and system implementation and she has significant experience in the design and adoption of on-line services gained here in Australia, as well as overseas.
Suzanne is a member of the Government's IT Industry Innovation Council. The Council acts as an advisory body to the Minister for Innovation, Industry, Science and Research, the Hon Kim Carr both in regard to innovation within the sector and IT's potential to foster innovation across the broader economy.
She holds an Honors Degree in Literature.
Gilles Novel: Director
Gilles has more than 15 years in industrial applications and IT security, and held senior management positions in large companies, including Schneider Group and SAGEM.
Gilles is also an entrepreneur and the founder of various companies in Australia, including Business Security Systems (1999), XELIOS Asia Pacific Pty Ltd (2003) and most recently yelobox Pty Ltd (2008).
Under his management, XELIOS Asia-Pacific was sold to SAGEM Australasia in 2004, where Gilles developed the Security Division with activities in banking transactions, IT Security, Health & ID, and led the company through large national tenders such as the Access Card.
An engineer by trade, Gilles combines strong technical skills with a real drive for strategic marketing, aiming to guarantee technologies’ adoption by transforming products into powerful concepts.
Gilles holds a Master’s of Science in Automation and Robotics from ESIEE Paris (France). He is member of the Internet Industry Association (IIA), International Association of Privacy Professionals (IAPP), Australia Industry Group (AIG - Digital Economy Forum), and occasionally speaks at forums and tradeshows.
Eddy Cheah: Director
Eddy is presently Malaysian director of the Asia Pacific Smart Card Association as well as the managing consultant of AGAPE Consultancy. His intimate knowledge of the business processes applicable to presently deployed, chip based identity/payment/transport infrastructures allows him to provide highly effective advise on using these infrastructure elements to derive innovative solutions to address evolving business and technology issues. Apart from this area of specialization, Eddy also has expertise in business/technology risk mitigation and conceptualization of new business processes to accommodate advanced technology deployment.
From early 1998 to 2003, Eddy actively contributed to the deployment of the Malaysian MyKad, a chip based multi application national ID card with biometrics. He was instrumental in the deployment of the automated border control systems in 2001, which used fingerprint biometrics in conjunction with Malaysia’s contactless chip based passport. Eddy played a key role in both the MyKad and Malaysia’s chip biometrics passport, which pioneered the large scale deployment of secure identity documents utilizing chip and biometrics technology. He went on to conceptualise many innovative business applications using both the ePassport and MyKad. One of these programs is the ePetrol system where an existing deployed smart card (the Malaysian ID card in this case) is used to initiate payment transactions in the fuel retail industry. This is a new application area for the Malaysian ID card.
Eddy’s professional expertise covers the broad areas of smart card business and technology processes for banking, e-passports, identity cards, transport, and highly secured unattended payment applications. This includes developing business cases for the introduction of smart card based technology and conceptualizing the systems required to integrate this technology into legacy IT systems. He is able to operate at all levels of management and is skilled at presenting complex business related technology issues with clarity and authority.
Paul Hogie
Paul has over 30 years of sound practical experience and demonstrated achievement from a broad range of fields. This has been in senior IT roles within the Australian Commonwealth Government, as a Program Manager for nationwide systems implementations, part owner of a National computing solutions integrator, a senior business consultant, an executive manager with an international software company and a Senior Executive with a global systems integrator. His career has focused on designing, developing and implementing leading-edge technology as it applies to real business outcomes. Underpinning this has been extensive consulting experience in business transformation, solution strategy, strategic planning and business change management.
The business growth and success that Paul has driven have been the result of a totally committed approach to understanding the customer’s business needs and delivering excellence in service. This has translated to solid business outcomes and an excellent reputation in the industry.
Paul is a passionate photographer, an optimistic golfer and he cultivates a wide range of other interests
Garry Wills
Garry was a member of the Australian Federal Police for a period of 27 years until 2002. His law enforcement experience included national and international investigations in the areas of major fraud and general crime, narcotics and intelligence operations, money laundering, organised crime, internal security and audit, official corruption enquiries and international peacekeeping.
On leaving the AFP in 2002 Garry conducted a consultancy where he provided government departments and the private sector with strategies and programs for the implementation of internal audit and fraud control and crime prevention.
Garry has developed centralised investigations management protocols and implemented risk managed and intelligence driven compliance delivery by the instigation of targeted compliance education, audit and enforcement programs for NSW and Federal Government Departments.
He has delivered investigation training to compliance officers within the NSW State Government and was the was the inaugural Chair of the AELERT educational subcommittee, which delivered a modified Certificate IV and Diploma in Government Investigations for natural resource and environmental investigations.
Stevan Vujovic
Stevan has an extensive background as an advisor on security strategies in business and information technology. He has worked in both private and public sector.
He has worked for the World Bank on projects in the Middle East and Africa providing security advise on major health and finance infrastructure developments. His advisory work has included major government agencies both in Australia and overseas.
Stevan has extensive knowledge in information security, identity management and transaction security.
Stevan holds degrees in science and engineering and is a member of the Australian Institute of company Directors.
Katrina O’Reilly
Katrina is a project officer who has experience in environmental management issues including native vegetation, surface and groundwater, acid sulphate soils, salinity, land and vegetation rehabilitation and associated natural resource management legislation requirements.
She has broad industry and government experience in environmental legislation (local, state and federal) management, rehabilitation, risk assessment and compliance.
She has held a range of senior government positions, including Acting Director and State Compliance Manager with the NSW Department of Water and Energy which has involved the development, implementation and management of state wide environmental projects ranging from education, risk assessment, audit and targeted enforcement operations.
She holds a Bachelors Degree in Ecology and Natural Resource and a Master in Environmental Management.
